feat(clangd): add proto filetype support (#2125)
clangd supports formatting and some basic linting for protobuf files.
Here is an example .clang-format file with a section for protobuf files:

Language: Proto
BasedOnStyle: Google
ColumnLimit: 100
AllowShortFunctionsOnASingleLine: Empty
```
